Open Standard Charter

Mission

Develop and maintain OSARA and companion governance texts as open standards that protect human rights, sovereignty, safety, interoperability, and portability in AI agent ecosystems.

Scope

This project stewards:

  • OSARA technical architecture and compliance requirements
  • AI Bill of Rights policy and rights framework
  • Cross-reference mappings between rights and technical controls
  • Public consultation and change management process

Governance Model

  • Maintainers Council: approves releases, resolves deadlocks, and enforces process.
  • Editors: maintain text quality, consistency, and versioned publication.
  • Contributors: propose issues, pull requests, and public comments.

Decision Process

  • Minor editorial changes: editor approval
  • Normative requirement changes: maintainers council approval
  • Breaking changes to rights or compliance model: public comment period required

Transparency Rules

  • All proposals must be tracked in issues or pull requests.
  • All accepted normative changes must include rationale.
  • Rejected major proposals must include a short written reason.

Versioning Policy

  • Drafts: vX.Y-draft.N
  • Stable releases: vX.Y
  • Patch clarifications (non-normative): vX.Y.Z
